入職にあたって、特に学歴や資格は必要とされないが、工業高校、高専や大学などで電気、機械、化学、原子力、土木、建築など工業系を専攻した者が多い。
　入職後は、OJTのほか、運転担当にはシミュレータを活用した事故時の対応操作研修、火災対応訓練や放射線防護研修などが行われ、保守担当は技能訓練施設で必要な訓練を受ける。
　経験を積み運転責任者等になる場合もある。
　危険物を扱ったり、危険な高電圧設備の下での作業もあるため、経験を積みながら専門的な知識・技能を身につけ、職務に関連する資格を取得することが求められる。代表的な資格として、「電気主任技術者」、「第１種ボイラー・タービン主任技術者」、「エネルギー管理士」、「放射線取扱主任者」、「原子炉主任技術者」、「ダム水路主任技術者」などがある。電力会社によっては、技能水準を示す判断基準として独自の認定制度を設定している場合もある。
　発電所には、ボイラー、タービン、水車、原子炉、発電機、変圧器などの様々な設備があるため、火力・水力・原子力発電に携わる上で、電気工学、機械工学の知識が必要とされる。また、チームの一員として作業に当たるための協調性、正確な運用、非常時対応のための冷静さ、責任感も求められる。
