社会教育主事になるためには、社会教育法で定められた資格が必要である。地方公務員試験や教員採用試験に合格して採用され、学校教員や教育委員会の職員として勤務した後に、社会教育主事の講習会を受けて資格を得るケースが多い。大学で必要な単位をとり、社会教育主事補任用資格を取得するなどし、官公庁などで社会教育に関する業務に1年以上就き、資格をとる方法もある。
大学で社会教育に関する単位を取得した場合、講習で受講する科目との代替が可能なこともある。なお、資格取得に関する年齢制限はない。
各地方自治体が必要に応じてその都度公募する場合もある。資格をもつことが採用の条件になるが、募集人数は少ない。採用されるためには、生涯学習や社会教育一般に関する深い学識や活動経験を求められる。自治体によっては、有資格者を対象に非常勤職員として募集・採用する場合もある。
人前で話をしたり関係者間の調整役を担う機会が多いことからコミュニケーション能力が求められる。住民の学習意欲に応えられるような幅広い視野と知識、自分自身も新たなテーマについて常に学び続ける探究心が求められる。特に近年は生涯学習に関心の高い住民が増えていること、インターネットを通じてある程度の情報は取得できることから、より高度な専門性を持ち、ニーズに沿った企画を立案できる人材が期待されている。
