入職にあたって、特に学歴や資格は必要とされない。新規学卒の場合は工業高校(電気科等)や高専を卒業するか、大学・大学院（理工系）で電気、電子等を専攻するのが一般的である。
基本的な技術をマスターし、社内外の関係者との調整ができるようになり、一人前と見なされるには、数年の経験と研鑽が必要である。
関連資格として、「第一級陸上特殊無線技士」、「第二級陸上無線技術士」、「第一級陸上無線技術士」、「電気通信主任技術者」等の国家資格がある。「電気通信主任技術者」は、電気通信ネットワークの工事、維持・運用を業務とする部署で、監督責任者を担当する場合に必要となる。電気工事に伴い、電気主任技術者（一、二、三種）の資格が必要になる場合もある。
電気通信事業法、有線電気通信法、電波法等についての知識が必要であり、国際電気通信連合憲章（ITU憲章）や国際電気通信連合条約（ITU条約）の知識が必要になる場合もある。また、セキュリティ対策が重要になっている今日、不正アクセス防止、電子署名や電子認証に関する知識も必要である。
電気通信技術の進歩は非常に早く、常に新しい技術を取り入れる向学心が求められ、ロジカルな説明能力、問題解決能力も必要となる。また、開発目標に向かって継続的に努力できること、技術者同士がチームを組んで開発を行うことが多いため、協調性や的確な意思疎通ができるコミュニケーション能力が求められる。昇進するにつれてプロジェクトマネジメント能力も求められる。また、各種装置のマニュアルやドキュメントは英語で書かれている場合もあり、一定の英語力が必要となる。
