貨物を輸出又は輸入しようとする場合は、その貨物の品名、数量、価格等必要な事項を税関長に申告し、許可を受けなければならない。この輸出入申告手続をはじめとする通関業務に関して、輸出入者の代理又は代行をするのが通関業者であり、通関業務には、適正な申告を行うための高度な専門能力が要求されるため、通関業者は営業所に通関士を配置する義務がある。
通関士は、通関業者が行う通関業務に従事し、通関業者が税関官署に提出する輸出入申告書、船（機）用品積込承認申告書、関税修正申告書、関税更正請求書、不服申立書等の通関書類ついて、その内容を審査し、申告等を行う。また、それらの書類の作成や、関税分類・評価申告の指導・通関手続・事後調査・検査における税関官署への説明の代行などの業務も行う。
