まず、必要とされる職業能力を確立し、効率的に訓練するために、訓練目標の設定及びカリキュラムを策定する。次に、訓練を行う各科目の指導案を作成し、訓練で使用する教材の準備や資材の手配など、事前準備を行う。
訓練実施時には、訓練に使用する機械・設備を調整し、安全を確認する。訓練科目に応じて、訓練生に対し、電気工事、機械加工、自動車整備、溶接、情報処理などの技術習得に必要な訓練指導を行い、教室での座学では専門科目の講義をする。訓練中は、訓練生の技能習得度、知識の理解度などを把握しながら適切な指示を与えるとともに、作業の安全に十分に気を使う必要がある。所定の技術が習得できたかどうか、修了試験を兼ねた技能照査を実施する。
また、訓練生への技能・技術指導や若年者を対象とする場合の生活指導、求職者に対する就職活動の支援の他に、事業主や業界などのニーズ及び技術動向の把握、事業主などに対する能力開発に関する相談援助などの業務がある。
専門的な技能・技術を活かし、技能検定や技能五輪などの各種の大会で検定員や審査委員・競技委員を務めることもある。
