職業訓練指導員になるためには、各都道府県に対して職業訓練指導員免許交付の申請を行い、免許を取得する必要がある。申請の要件としては、①職業能力開発総合大学校の指導員養成課程を修了する、②職業能力開発促進法に基づく技能検定に合格したのち、所定の講習の修了または試験に合格する、③大学等卒業後、実務経験を積み、所定の講習の修了または試験に合格する、④所定の免許職種に関する高等学校普通教育免許を取得する、等がある。
　募集・採用は、公共職業能力開発施設の場合は、各都道府県や(独)高齢・障害・求職者雇用支援機構が行う。事業主団体や職業訓練法人が設置している認定職業訓練施設の場合は、関係事業所等の従業員の中から有資格者を選ぶこともある。
　職業訓練指導員には、担当する分野の技能・技術・知識とともに、指導者として、訓練生に対する理解ときめ細かな配慮が望まれる。担当する教科により、講義や実技指導での立ち時間が多く、一定の体力も必要である。さらに、各専門分野で高度な知識を常に得ようとする研究心も求められる。
